The Council is the supreme governing body of the VETC. It comprises 18 non-government members including leading figures from industry, commerce, and the service and labour sectors, educationalists, and up to four government officials. The appointment is made by the Chief Executive Director of VETC. The VETC Executive Director also sits on the Council as an ex-officio member.

Robert C. Apgar
Chief Executive Director
Phillip is an experienced consultant who has worked in the field of further and adult education for twenty years. With extensive knowledge of qualification and course development, particularly in the business and services sector, he is also a specialist consultant focusing on direct support for management and their teams of staff seeking to address and resolve organisational issues. He is also an experienced external verifier responsible for quality assurance of vocational programs.
With international experience includes consultancy support, training and development in the Middle East, China, Bangladesh and the Mediterranean. He has also provided consultancy support for educational representatives of the governments of Brunei and Japan. In USA & UK, he has wide experience as a consultant, particularly in the field of literacy and numeracy, and as a trainer in the business and services sector. |

Henry Parker
Director of Training & Development
Kevin has extensive experience as a consultant and trainer covers a broad range of fields, including consultancy work for the Qualifications and Curriculum Authority (QCA), delivery of training courses for teachers and FE lecturers, working as an inspector for OFSTED (the official body for schools inspections in England) and Qualifications development for awarding bodies. He is an experienced examiner and external verifier responsible for quality assurance of vocational programmes and an Adviser for the Adult Basic Skills Agency
His consultancy skills ensure that he is able to combine political sensitivity and pragmatism in order to deliver the highest standards in education. An excellent presenter and communicator, Henry has delivered presentations at conferences on government changes to the National Curriculum, policies to raise standards and the structure of new qualifications.

Ricky Staples
Director of Training & Development
Trained as a sociologist, Ricky is a successful consultant, trainer and teacher with experience of working with community organisations, the National Health Service, schools, colleges, Universities and private training organisations in the USA and abroad. His international experience includes projects in Germany, Poland and Kuwait.
Ricky has wide knowledge and skills on group dynamics, social structures and organisational behaviour and how these can be used to solve problems within organisations. He is also active in helping community organisations to develop projects that support the regeneration of their communities through consultations and research activities. Ricky also specialises in helping people to improve written and oral communication within organisations.

Laura Megan
Director of Business Development
Laura has extensive experience in management and staff development, including developing workplace supervisors, vocational trainers and their managers. Her skills include research, development and evaluation projects, working for key organisations such as the Qualification and Curriculum Authority (QCA) and its partner bodies in Wales, Scotland and Northern Ireland, as well as the UK government (the Department for Education and Skills).
Laura has also worked for the Key Skills Support Programme, providing consultancy support, development and delivery of courses and course materials, and has provided the programme with extensive IT support, including development of the web-based learning model used by governmental bodies. She is an active member of a number of international groups addressing 21st century literacy and learning. Her current consultancy work advises organisations on effective and sustainable delivery process
